Plug-in developement Recommendations

Hi,
I would like to start writing my own plugins for music composition dealing with harmony etc. I am an old time user of Finale and they have removed their support for plug-in development for some time now!

I was wondering if there are any limitation plugin development? Do I have to pay for the software to use the MuseScore and/or plug-ins?

Any help would be greatly appreciated.
