failure to install 3.0.5

I tried to install MS 3.0.5 on Windows 7 and I get an error message indicating that the program cannot launch because the following file is not present:

api-ms-win-crt-runtime-l1-1-0.dll

and it prompts to reinstall, which I did without success.
