Select it, open Inspector disable automatic placement

While this does work, note it's usually not the right way to solve the problem. The cases where it's necessary to disable automatic placement are those in which you are trying to place an element at a location that is not normally appropriate for the type of element it is - like placing staff text above tempo text, etc. If you're using the correct element type - also taking advantage of the "X" command to flip between above and below - it should not be needed to disable autoplace very often at all.
