Decouple UI-Language from instrument-names

Since the language-coupling seems to be ideal at the first glance, in fact it is only smart as a default setting.
Much smarter was the possibility to set those two Settings independently from another.
To save the current way there should be a default setting ("User Language rules Instrument naming, too"). But if unchecked, the User could set a UI-Language independently from the "score-language"
Possible?
