Stretch Problems with Smaller Page

Hi, I've looked at other similar posts, but didn't find anything that helped. Certain measures of my score are stretched across the page, unlike others (and what it should be), like half or a third of the page. I went in the measure properties and put the stretch to zero, but it didn't do anything. I'm not sure if the problem is that I have a custom sized page that's smaller. I've attached the file in hopes you guys can see and perhaps fix it. Thanks!
