Yes, you need to have the notes in the voice you want for the destination before you copy them. Use Tools->Voices exchange... to make that happen. Next open the filter selector [F6] and remove checks from all voices except the one you want to copy. Select your measures, copy, click the start of the destination then paste. Remember to check All in the filter selector before you close it [F6 again]. You can then exchange the origin back to its original voice if you need to.
