Brackets and Braces
When I move a bracket or a brace to a staff, they are applied to all the staves. When I drag a bracket or brace from one staff to the next, it just bounces back to it's original position.
how does this work to connect two staves with the brackets/braces?

My guess is you have only one staff in your score. It might be continued across several systems, but there is probably only one staff, so nothing to extend it too. If you want more than one staff in your score - probably for multiple instruments - you need to add more instruments in Edit / Instruments. Or, if you're just starting with the default empty score, forget that and just create a new score from scratch with File / New and choose your instruments or use one of the available templates.
If that doesn't help, then please attach your score so we can understand and assist better.

you're right. I only have one staff continued across several systems.
It would be nice if I could pick and choose some systems to bracket, but not all of them.

You can. Add the brackets, then select the brackets you don't want and mark them invisible.
But I think you will first want to correct your score so there really is one system of many staves rather than make the systems of one staff. After all, these players aren't supposed to play at one at a time, are they? If they are supposed to play together, they should all be one system, then everything just works (including notes being aligned automatically). So, I'd set up a new score and copy and paste into it.
