Left braket not shrinking measures

I'm trying to even out the spacing of my measures while keeping everything on one page, however I have some measures that refuse to shrink with Shift + {. I know musescore is capable of shrinking the measures because after Shift + { ing the entire piece, the measures at the bottom of the page are much more condensed than those at the top. I've put screenshots of the offending measures below.
(I'm trying to get measures 5-9 on one line, which should be possible seeing how measures 29-39 are all on the same line)
(Every measure has default properties enabled.)
