upload PDF

When importing a PDF file (free trial), musescore does not seem to recognize the 3/4 time signature. Puts a rest in every measure. I tried going back to a blank score and adding the correct key and time signatures before importing, but same thing happened. Suggestions? Could not find this in the handbook. (Saw information about importing scores from online and exporting scores, but could not find informaiton about importing pdf.)

First, to be clear: MuseScore does not itself have a free trial - it's always free forever. It also does not, technically speaking, have a PDF import facility. Instead, it uses a third-party program call Audiveris (running on a web server) to do a conversion to MusicXML, and it is the resulting MusicXML file that then gets imported into MuseScore. Audiveris is pretty good, but it's far from perfect, and indeed often there are symbol it doesn't recognize correctly when run automatically in this case. You can get better results if you installed and run Audiveris yourself, then you can give it hints about things it doesn't recognize. But even so, it's pretty likely you're still better off just entering music directly.
