Via inspector and the range setting, part being the default, you want staff, system being the 3rd option

And what does that mean? "Inspector" - what's that? And "range settings" - what's that? What do you mean by "default"? What does it mean to "want staff"? What "system" are we talking about? What is "3rd" option? I am no expert on this but a simple novice.
