why is entering percussion so much more confusing that pitched instruments? help with snare part

I'm simply trying to enter a concert snare line.

I touch 8th note, the N key, and it drops a rest in. I have to click B to get a snare on a single line stave.

Then it's entering a rest on EVERY instrument in the score.

I have to say this is not intuitive to say the least. I can't even get the eighth note rests where I need them. they just drop in where they please and lock themselves down.
