That sign will change into the normal pointer once you're positioned on top of an element (note/rest) where it can be applied.
You might not be aware, but most people find it easier to select the target in the score and then double click the palette entry to apply it.
the difficulty, esp. on Windows 10, seems to be to find the 'hot-spot' without having an arrow cursor
