What's the difference between these two snips? Do they "sound" the same?

The first doesn't make sense - the angled hook is only meant to be used as shown in the second example. The angled hook means a "quick change" of the pedal - lifting it up and putting it immediately back down. If the intent is for the player to lift his foot on one note and not put it back down until the next note, use straight hooks. if the intent it the quick change, you need to align the hooks.
