Does there exist a way to make new themes?

In Edit>Preferences>General, there's a dropdown with two options: Light and Dark, which of course switches between the two options. Is there a folder somewhere that stores these, and/or a way to change/edit them? Light is a bit hard on the eyes, and Dark makes it a bit hard to tell when things are selected. Just curious, might also submit this to the Feature Suggestions.
