Rests in voices 2, 3 or 4 (but not voice 1) can also be deleted
For voices other than #1, you can remove rests. But for voice #1, "a rest is where a note isn't." You can change the type of rest that is used – say, splitting a half-rest into two quarters or vice-versa – but the amount of silence will always be the same.
