Irregular Measure Won't go Away

I have Musescore 3, and in this piece I'm working on there is a measure that keeps extending itself past the allowed amount of beats and not just continuing to the next measure as usual. I've tried deleting it, moving the music to a new score, removing the measure but nothing has worked. Here's a picture of what I'm dealing with...
