Making a single measure repeat on each iteration

Hello,

I have a piece which currently contains two bars (it's shown in the attached photos). It currently repeats the first bar 3 times, then plays the second bar, then goes back to the beginning, plays the first bar once, and then moves on to the second bar. What I would like to achieve is upon the second iteration (when the piece goes from the end of bar 2 back to the beginning) for the first bar to be repeated again 3 times. I have tried using 'da capo' at the end of the second bar, but this doesn't do what I want either.
