What I'm trying to do is simply format to 4 bars per line. It seems impossible. No answer on the web I've seen so far has been correct.

All the answers have been correct, as that menu option should indeed be there.
The only thing I can think of is that you have a custom workspace form long ago (before that option existed) which also has stored its own set of menu items.
Make sure that your workspace is set to "Basic" or "Advanced" (possibly with the addition of "edited" to it). You can change workspaces with a dropdown on the top-right of the window, in the 2nd toolbar.
