page settings? and huge bars

Hi, I have 2 or 3 items that I cannot pass, 1 is about the numer of multiple rests, how can I edit them?
2. The pages are beeing disposed rarely , ex one page is full, normal and the next has only 2 rows
3. Also the size of the bars are beeing randomly set, and I mean 99% is ok, and 1% of the bars are huge sized
