How can I have the license to extract the Parts in PDF separate.

I'm French, perhaps I missunderstand . To get a PDF with a part, you must , before, create this part, with FILE----PARTS, after, simply, FILE---EXPORT---PDF
No license needed. Just the MuseScore software and the score, and then you need to make sure parts have been generated via File > Parts > All Parts, then File > Export Parts.
If you're talking about downloading parts from musescore.com: there you and/or the uploader must have a Pro account (and the score needs to have parts generated, see above)
