Export/Import Preferences
Is there anyway to export all the settings in preferences so that they can be imported in another installation of MS or used after resetting to factory defaults?

No, only for shortcuts, palettes and workspaces. But if you look at the "revert to factory settings" handbook page you'd find out where those preferences are stored
You may copy the preferences files. See the end paragraph of the relevant section for your OS in https://musescore.org/en/handbook/revert-factory-settings to find the location of those files.
