What is the purpose of "Staff spacer up"?
My assumption is that that facility would allow one to move a staff up. However I find is seems to be just a duplicate of Staff Spacer Down in that they both add space rather than diminish it.

The need for this is practically non-existent in MuseScore 3. But back in the MuseScore 2 days - before we added space between staves automatically to avoid collisions - this would have been the recommended way to add extra space between staves if the bottom one was the one "causing" the problem (eg, the collision was due to something far above it, rather than far below the one above). Especially if we're really talking about two systems rather than staves within a system. The idea is, you attach the spacer to the lower to the top and extend it upwards until you have enough space.
At first glance, it seems this accomplished the same as attaching a "down" spacer to the staff above. But the difference becomes clear if the layout of the score changes and those two systems are no longer adjacent. Like maybe you've added or deleted measures or line breaks. Probably the problem will have followed the bottom system, so you'll be happy the spacer follows it rather than the top one that actually was just minding its own business.
Again, almost never needed anymore because collisions are avoided automatically.
