That's messed up!
It looks like there is an extra 8th note in the measure (see LH has 4.5 beats) then the 3 is misplaced on the triplets (2 of them) on beats 3 & 4.
To insert the extra beat. When you get to the GBE chord in the RH (enter the entire RH measure first) press 4 then ctrl+shift+G to insert the G (this will add the extra 8th note to the measure), you can then add the B & E normally. You can then make each of the 1/4 notes on beats 3 & 4 into triplets so you can enter those notes. It seems you've entered other tuplets but ask if you have any more questions. One more thing. When you enter the extra beat in the RH it's added to every staff in the same measure so you don't have to do it again for the LH.

It's Also like that in measure 17 &18 but with beats taken away.

17 & 18 are missing beats. I suggest that you start with the LH for this because of the tie in the RH. Enter the notes into the LH, then select the extra rests and press ctrl+delete to eliminate the beats from the measure.
There are other ways to do everything I've told you, but these are the methods I would use for your specific score.

17&18 look great. 75 has the right number of beats now, so you just need to turn the last two 1/4 rests into triplets. You will end up with two 3's rather than the one in your PDF. That is just wrong. It's not impossible to make your score look exactly like that but it would be quite confusing when a musician sees it.

That is what I would expect it to look like. It could be entered using a strange triplet. Make beats 3 & 4 a 1/2 rest, press ctrl+3 to create a triplet of 1/4 notes then enter 8th notes and it will look exactly as in your PDF. I think that's confusing and don't recommend it.
