Right-click on an empty part of the measure, choose from popup menu...

Hi brollinra
Right-click on the staff (Mac: Ctrl-click)
Then in the contextual menu choose:
• Staff/Part properties...
— or —
• Measure properties...

And note that if you are set up with English (GB) localisation you will see "Bar properties" rather than the "Measure properties" that would show up with English (US) localisation.
