You can, and you just reached almost the right place, better might be Feature request or Development and Technology Preview

Suggesting new ideas/improvements is often best done by creating a forum post about it; so we all can openly discuss the idea (see the links by Jojo for the subforums where you can make those posts).
Once there is a good enough consensus on the way forward, the idea is transferred into an "official" feature request and entered into the issue tracker, where it awaits implementation.
