It usually comes before the barline (if getting applied to the measure), but you can have it after too (if applied to the 1st chord/rest)
Standard engraving practice is to put the new clef before the barline (even if the bar begins with a rest)--cf. Gould pg. 8. In Musescore, select the whole measure, not just the first note.
