Dynamics Not Working Properly

I recently started arranging a duet piano piece but there is something wrong with the 1st piano. When I put in mezzo-forte in the first measure in the treble clef and then piano in the third measure of the bass clef, the treble clef doesn't stay as mezzo-forte as soon it gets to the third measure. Instead, it went piano with the bass clef. I don't have this problem with the second piano in this piece or any other pieces I've done. I want the treble part to stay mezzo forte and not change to piano with the bass clef. Is there any way I can fix this so each staff can play their separate dynamics?

To be clear, though, this is proper. Dynamics normally do apply to both staves of a piano part. If they didn't, you'd need to add dynamics to each staff separately each and every time, and that's not how music is normally written. So the norm is, dynamics apply to all staves of an instrument, but in the specific cases where you want it otherwise, the Inspector gives you that control.
