Which "startup wizard" do you mean? The only true startup wizard is one that runs when you first install, it asks about your language and keyboard layout and that's about it. There shouldn't be any need to re-run that - if you wish to change languages or keyboard layout, you can do that from Edit / Preferences. Then there are the "tours" that appear as you perform various operations for the first time and provide guided help. You can reset those to appear again under Help / Tours. Or maybe you been the "Start Center", not a wizard, just a window showing you some recent scores and a couple other helpful tidbits. You can bring that up at any time using the File menu, and you can control whether it displays by default on startup in Edit / Preferences.
