Ad staff lines above or change position of clef
Does anyone know who to add more than the standard 5 staff lines but above the clef?
If not could it be possible to move the clef down instead? Thanks.

See:

where the first picture shows 'Lines' which is set to 5, but can be increased/decreased.
To move a clef, you can click on it and change its Y offset in the Inspector.
(Some people may be curious as to why you would want to do all this.)

Unfortunately that does not affect playback.

You did not mention playback at all, only adding staff lines and moving clef.
It's difficult for anyone to fully envision what you have in mind without a statement of your purpose for desiring such non-standard notation.
What's your goal?

As of now the soprano c clef only allows the middle line to be five lines from the top, but it would be preferable for the middle line to be 6 lines from the top.

This clef is taken from your screenshot:

OK... But the 6th line from the top is not in the middle of 9 lines.
You will need 11 lines:
What is your ultimate goal?
You seem to be forcing your will on software designed to produce standard music notation.

My ultimate goal is to have 11 lines with the c clef in the middle, with true playback.

I just think it oddly limiting to only be able to add additional lines below.
In reply to I just think it oddly… by R. Boudreau
It is "oddly" limiting because there is no clef defined by any Musical Standard such as the SMuFL standard which MuseScore follows.

However, you can as mentioned above give your clefs a Y-offset (for example of 1sp) and use staff transposition to get your notes there as well.
All that is left then is to force hiding or faking of key signatures.

Added staff lines only appear underneath the clef

You can change the clef, also change the offset of the notes within the staff. That is to say, it's not that there lines are added below the clef - you simply need to choose the proper clef and offset for the results you want.
In order to understand and assist better, it would help if you explained your custom notation in more detail.

If you want a 9-line clef with the C clef in the middle, for example, simply choose the first C clef on the palette, which is defined to appear on the fifth line from the top, regardless of the number of lines:

The clef needs to appear on the 6th line from the top.
In reply to The clef needs to appear on… by R. Boudreau
There is no direct, easy way of doing this but if you are prepared to tidy up the appearance of each line after you have entered all the notes... This uses a "real" clef to set to the lines' pitches and an image of a C clef to denote the middle line as C.
Now, what do you plan to do about key signatures?

Sorry, earlier you talked about middle line, so that's what I did. So, add a "staff type change" (the icon on the Text palette) to the beginning of the score and use it to set the "step offset" for the staff.

OMG!!!! Thank you all so much!
I thought I had seen something like that before... (must have been why I thought to do all this in the first place)
This is just what I needed.
