Velocity in piano scores, dynamics

1) Is it possible in a piano score to make the same voice have different dynamics in different staves (e.g. RH voice 1 plays at mf, LH plays at pp)

2) I have tried using the velocity value to adjust dynamics, but it appears to not work; the dynamics stayed the same.

I am using Musescore 3.1
