Orchestral Score Page Settings
I have written a orchestral work for 25 voices and I am having serious issues fitting all the parts on one page and then on the next page having almost a completely empty page. Certain passages have the full ensemble playing and then of course next passage maybe a oboe solo with strings etc and it leaves many pages on the score almost all blank space. On sibelius I remember it will stack smaller passages on top of eachother to not leave huge white empty pages. What can I do? Here are my settings.

It's hard to say from just a picture - much better if you attach your actual score. But as far as I can tell, there isn't room for two systems on the pages shown. Any time you have two systems that can fit on a page together, they will - unless you've added a page break between them of course.
BTW, it also looks like you might be using an older version of MsueScor,e either that or you've dsabled some important features here that would help keep your pages uniformly full. If you're not on 3.6.2, please update. And if you've disabled vertical justification in Format / Style / Page, please re-enable it.

Thank you for the detailed response. I have had better luck getting my score looking more proper fitting onto the pages. I wanted to ask what are the page settings recommended for a full orchestra score ? Each program is so different I wondered for Musescore what would look best as far as the options in page settings

The laws of physics are the same for all programs :-). If your staff height is H; the distance between staves is D, and you have N staves, and the margins on your page add up to M, then you will need a page of size HN + D(N-1) + M in order to fit that many staves. "Full orchestra" is not a fixed target, different scores have different numbers of staves. And of course, the distance required between staves varies according to how many markings you have added between them. Plus I don't how big your staff size is or what page size you plan to print on. So it's completely impossible to give a single answer.
