"Hide Empty Staves Within Systems" checkbox not working

Sorry if this is the wrong category, I wasn't really sure which it should go in.

My problem is that when I check the "Hide Empty Staves Within Systems" (and both boxes under it), it only hides the empty staves sometimes. In the example I've attached, you can see how on page 7 the only instruments shown are the piano and whatever other instruments are playing at that time. However, in the section starting on page 13 the staves just kind of do whatever they want. You can see other examples of this in the rest of the score.

I've looked on the forums quite a bit and I haven't seen anything on this topic. If there is something regarding this, please let me know.

That score is pretty corrupt:
Measure 161, staff 23 incomplete. Expected: 4/4; Found: 3/2
Measure 238, staff 23, voice 2 too long. Expected: 4/4; Found: 5/4
Measure 239, staff 23, voice 2 too long. Expected: 4/4; Found: 5/4
Measure 240, staff 23, voice 2 too long. Expected: 4/4; Found: 5/4

There are staff texts in there that consist of just a space character (which is why you don't see them). Thus making the staff not empty.

If you for example select measure 91 for Alto Sax II and then press delete, you'll notice the staff disappears.
I've saved your score as mscx and then opened it up with a text editor and replaced all those space staff texts (474 of them!) with "not really empty" instead, just to show you what is currently in there. If you open this attached score you'll notice tons of them on the percussion stave as well.
