HI Madilynn Le,
There are various ways of making music on an iPad. Garageband is probably one of the most powerful tools for doing so. I've used it on some pretty extensive projects on a MacBook ... but don't know the ins and outs or limitations on an iPad. That said, many music production tools like Garageband don't have a substantial notation component that affords good layout options for generating high quality scores.

If you're considering a notation app for MacOS or Windows then definately try out MuseScore. It's amazing and free!
