Moving measures between systems

How can you move a measure up to the preceding system? I have a score that stubbornly insists on making one system seven measures long in a score that is written in eight measure phrases. It persists even if I use add/remove system breaks to try to force 8 bars per system. If I add a system break, I get the usual seven measures on one system and the eighth bar moves down to form a new one bar system.

In finale, I just select a bar or group of bars and press the up or down arrow to move the selection up or down to the system above or below. Does Musescore have any equivalent way to move measures up and down to the systems above or below?

System Breaks only every force less measures on a system than what your current style default settings allow for.

If it just barely doesn't fit, then select those 8 measures and reduce the stretch for them once or twice. You can "squeeze" them up to 9 or 10 times that way.

Another approach is to make the entire score scaling slightly smaller; you can do so in the Page Settings

Yet another approach is to fiddle with other style settings such as minimal note distance and note-to-barline distances, or even individual negative leading spacing on some segments.
