Beats to the bar
RVW wants to change tempo and to go into Maestoso at measure 122 for about 50 measures, indicating "from here, count two beats to the bar"
How do I downshift the metronome at that point (or can I?)

Indeed! You are in fact not "downshifting" the metronome. You are downshifting the tempo (which will then be reflected by the metronome if you have that enabled).
