Playback Controls Greyed Out, I/O Menu blank

The beginning, play/pause, and loop buttons are greyed out. Pressing space doesn't do anything. I went to the I/O tab in preferences but all the drop downs are blank and gray, clicking on them does nothing. I also tried a factory reset, force quitting, and resetting audio and midi devices.
