Bars of rest won't combine to multimeasure rests

Various bars of rest (such as bars 3 and 4, and bar 84) won't join with multimeasure rests.

I understand that anything with text, a key change, a rehearsal mark, or a tempo change will break up a set of rests. However, this is sometimes not the case at all in this song and hence bars should combine,

In the bars listed, I have "break multimeasure rest" unticked.

Please help me, I've been troubleshooting on your websitre for the past 4 hours and nothing has worked.
