Why does 6/8 time give me 12 beats per measure? (I'm quite new to this program)

6/8 time is giving me 12 beats per measure and filling what it thinks are the unused 'spaces' with eighth and quarter note rests.
This also happened on my first measure entered, but I restarted my computer after saving my test score, which did open with that first saved measure corrected now (6 eight notes per measure with the rests removed.
At the same time, the second measure got moved over to the third measure, which now has 12 beats,
I deleted the third measure and tried to reenter it into measure 2, but that measure still has the same original problem.

Any clue as to what I have wrong?
