A small - or + sign appears above the measure when its duration is different than indicated by the time signature
Most likely you used Ctrl+Delete to remove time from that measure. Or, maybe it came in from PDF important, and the program you used to convert the PDF into actual music messed here. You can use the "actual duration" setting in measure properties as explained in the link above to fix it.
