Add/Remove

Currently. in 3.0, measures may be added under "Add" and removed under "Tools" "Remove Selection" It seems more logical to have these features in the same place using an Add/Remove prompt to both add and remove measures.

Same even in 3.6.
However, having "Remove something" under a menu "Add" seems wrong.
Bad enough that this is the case for instruments already
