Musescore 3 install in Intune per device - not available for all users on shared devices

Hello,

Can you help with this problem? We are an IT Solutions company for Education.
The Musecore3 program is intended for use by secondary schools in Ireland.

We wish to have Musecore installed on certain Computer Room Pcs for use by various students.
The windows 10 PCs are locked down so the students only have access to desktop icons and not to settings/registry or MSstore.
They do not have install permissions.

When I install the Microsoft Store version of Musecore from Intune - only one user can see the app and use it.
The same happens when I try to use the MSI version of the installer wrapped in intunewin. Intune will not allow system wide install and specifying /allusers=1 does not change the install to systemwide.

Is there a copy of the Musecore3 in .exe format available with silent/systemwide install instructions? I can hopefully then set a system install option in Intune.

I would try to offer it from the education store or from the company portal but not all schools have the licensing to use these options.
Any advice would be welcome!

We don't use the same package as that user - "We rely on Cmake/Cpack integration with WIX". I have no idea what they are doing there. We just take the proffered musecore3.msi and package as an intunewin to upload to intune on Microsoft Azure. If we had the Exe and some information about the exe packer, we could use it to modify the command line to install and it would not be overridden by intune.
