"Performance advice"

Hi! I've resumed my transcription of Fanny Hansel's "Songs for Piano." Working on "No. 3," which has extensive use of two voices in each hand. This hasn't been a problem till I got to bars 180-182.5 (screen-snip attached), where there's an 8va, but it's not clear whether it's supposed to apply to only the the top voice in the right hand or both voices in the right hand (I assume it's not applicable to the left hand, because the score has been careful to indicate such separately in other places). Opinions, please. Thanks!

I'd say both Voices in the upper stave. Bar 183 implies this as both voices continue to descend in pitch. Also, heck of a jump for the fingers to play an octave apart.
