number of systems per page
I am trying to format a part so that is has two pages of the same number of systems per page that are all the same size. However, when I change the staff space size, it automatically fits as many systems as it can on the first page and only a few more on the second page. How do I make it so that the number of systems are basically equal on both pages?

Just add system and page breaks where you want, and everything else formats accordingly. Enter for system break, Ctrl+Enter for page break (like a word processor, basically).
