To add a rest in note input mdoe, simply press "0" or right-click. Or, if you mean, you have previously entered notes onto the wrong beat and now wish to move them later, you don't do that by "inserting" something in front, you simply move them directly, with cut and paste (Ctrl+X/Ctrl+V).
Just select them normally (eg, click one, Shift+click another, same way you'd select a range of text in a word processor), then copy / paste normally (eg, Ctrl+C, Ctrl+V, or the commands in Edit menu).
