Checking for limited "list" scales (instead of "ranges")

For the quite special case of arranging for instruments with non-chromatic scales, it would be helpful to have some feature/tool that checks whether a system contains only notes from a fixed list of pitches. Examples are crank organs and band organs, as well as small musical comb clocks. The simple feature of "amateur" and "professional ranges" is not (at all) sufficient for this.

Is there something like that?
Or what would I do if I wanted this - could a plugin do this (I have, at this point, no idea about plugin writing; but I'm a professional software engineer, so I should be able to do this ...)?
