how do I play over the rest?
Im trying to get the note to play throughout the rest with a slur but it still sounds the same, Im new the musescore please if anyone can help me

What do you think it should sound like? Rests are silent parts.

In that case it is probably a phrasing slur, otherwise you would have to write it like this:
What you have notated makes no sense - what would it mean to slur over a rest? I'm guessing what you really mean is for the B to be tied to another B that is a quarter note on beat three:
