MS 4 won't run > Error Message Attached

Greetings, (Windows 10 64 bit Winver = 21H2)
This is my second attempt at installing version 4. The first was a few weeks ago.
Same error message both times.
This time I installed without the hub.
I also rebooted after install.
I also tried running as Admin.
I also tried running the compatibility trouble shooter.
Error message attached.

I've restored my Macrium Reflect image that was made right before installation
so MS 4 is no longer installed.
