Blank page for page turns?

I can't seem to get anything to work to insert a blank page in a larger score I'm working on. I'm trying to add a text frame to say "blank for page turns" or whatever the the button for text frame just doesn't do anything when I put it anywhere that would make sense. And by "doesn't do anything" I mean exactly that. I click the button and nothing happens on the score. No element is placed.

I already have the end of the previous page set to be a Section break and Page break. The next page begins a new movement and has a pickup note with key and meter changes, so it needs to stay pretty clean.

What's the best method for adding a page here?
