Add a text frame at the top of the 2nd page

I have a text frame at the top of the 1st page (see pic). I want to add a similar frame to the top of the 2nd page. I don't want to use headers cuz we cannot modify font size, color etc. I also don't want to manually append a text frame after a measure, because the measure position may change.

Is this possible?
