If you are using MS4, insert a measure before measure 15. Select measure 14 and select Tools/Remove selected range.

no it does not work. When I hit bar 14 and remove sected range then it removes the newly inserted bar. and the numbers are the same

This file cantique has 12 bars before we sing. But I can put a 12 bar pause in front. That would help
Is there an other helper that can give me a solution

It does work in MS3. Select measure 14. Then go to Add/Measures/Insert one measure. Measure 15 becomes the bad measure. Select measure 15 and go to Tools/Remove Selected range. The bad measure is gone. Measures are numbered properly. I just did this.
